Salim Succar - Leadership in Haitian Law and Policy Reform

Salim Succar is a longtime legal practitioner in Port-au-Prince, Haiti, who excels at helping clients navigate company formation, business development, and M&A processes. His range of experience extends to law enforcement and criminal law, as well as finance and resource management. Internationally focused, Salim Succar served for nearly 10 years as the Caribbean Financial Action Task Force’s senior contact person for Haiti. He contributed for more than a decade regional insights to “Doing Business,” an annual publication of the World Bank.

Mr. Succar’s experience extends to assisting President Rene Préval’s Penal Code Reform efforts as senior advisor to Minister René Magloire. He was President Michel Joseph Martelly’s deputy chief of staff and provided Prime Minister Laurent Salvador Lamothe with counsel as chief of staff, and then as special advisor. A thought leader in his field, he represented Haiti at the Central Authorities on Mutual Legal Assistance annual meeting as a designated Haitian expert on criminal matters with the Organization of American States (OAS).

Salim Succar’s past leadership responsibilities extend to a role with Haiti's Joint Commission between the Central Bank and the Ministry of Justice, and he helped design and implement the nation’s Financial Intelligence Unit and Haiti's entire AML/CFT legal and institutional infrastructure. He enjoys activities such as playing tennis and fishing in his free time.
